First of all I have to take a look at Cobra's early days and the kind of people we accept as members. It's been said we only take in losers and people who want everything for free, unemployed people and such like. This claim shows the government's attitude toward those people who are less fortunate than the rich company owners (most of whom inherited their wealth, anyway). If you've ended up unemployed or are down on your luck, the government wants nothing to do with you. Cobra on the other hand is willing to give you a chance to make something of yourself again.
Since Cobra Commander was down on his luck one time himself, too, Cobra's always welcomed people who have been dealt a bad hand in cards. Why would it be bad if Cobra helps these people by taking them in and giving them a new purpose in life? You have to do something, might as well do it in an organization where you're appreciated for what you're worth and have the chance to get promoted justly according to your skills, initiative, courage and drive!
Everybody wants something, even when they're helping someone. Cobra wants you to help yourself by helping Cobra, nothing else. Muslims help and give a certain percentage of their income because it's required, Jehovah's witnesses and christians want to go to heaven or paradise and pretend to be righteous and helpful because of that, banks help with loans by ripping you off when they want it back later... Everybody wants something, it's just a question of what you're willing to pay to get it.
Everybody starts off equal (except those rich bastards I already mentioned). Everybody has the chance to join Cobra, too. The people of Millville said yes to CC, they wanted their town back alive. They chose to ignore the veteran agitator's words against us. The people were given just what we promised them, their jobs back and a crime free environment, no more, no less. Now if you're smart, you join Cobra before it comes down to a situation like in Millville, but it's still your choice. You can always evaluate your life a-new and decide whether you're going to be the government's dog and get kicked around, or start fighting back by joining Cobra.
Pardon me. I seem to have gotten carried away from the subject here. Ahem. It still makes what I said no less valid. But back to the Commander. After studying the 16 Meyers-Briggs personality types I have come to the conclusion our Commander is most likely a representative of the ENTJ personality type. Why? One quote:

I've included the whole description of an Eight with a 7 Wing here. Bold text highlighted by me, cause the line made me crack up, as a somewhat of an understatement in Cobra Commander's case.
